NEW ORLEANS, May 21 — The extraordinary circumstances stacked against Mayor C. Ray Nagin by Hurricane Katrina — a displaced electorate, an emptied city treasury, a punishing leadership test — could not finally trump a constant force of New Orleans politics, the power of incumbency.

F.B.I. Contends Lawmaker Hid Bribe in Freezer (http://www.nytimes.com/2006/05/22/washington/22jefferson.html?th&emc=th) :(
WASHINGTON, May 21 — The F.B.I. accused Representative William J. Jefferson, Democrat of Louisiana, on Sunday of taking hundreds of thousands of dollars in bribes from a Kentucky businessman and stashing $90,000 from the scheme in his home freezer in Washington.Now, it seems that the voters of New Orleans may have an opportunity to elect another congressional representative, if the charges against Congressman Jefferson prove to be true. At the end of the day, the voters have an opportunity to choose leaders who will be accountable to us, and not to their greedy personal interests.
