  1. Once upon a time African Americans were the sole providers of products and services to its community mainly because of discrimination. Throughout history people of African descent established businesses of every kind to meet the needs of the Negro population as were we often referred.

    As a result of integration the African American business owner could no longer compete for the consumer base it
    once served. They were not provided with the same access to public dollars, neither could they in many cases bid on contracts that were funded through individual paychecks and private businesses.

    Today in many cases the African American community is either non-existent, assimilated into other cultures and ethnic groups or simply left to the oppressed, uneducated and poor.

    Many large corporations such as Proctor & Gamble, Walmart and other non-profit organizations such as United Way to name a few all receive funding in the form of contracts and grants in which they apply to meet the social needs of the general population with an emphasis on minorities, and low income populations, as well assist the federal government in carrying out it duties

    Since 1798 the U.S. has procured products and services from private businesses through government contracting to provide rations for outpost in the west.

    In 1808 government contracting laws were implemented and still in place today.

    1957 the National Association of Government Contractors was established for this growing government industry which has become a powerhouse in DC.

    Until the election of President Barack Obama there was limited to no regulations in the contracting process in terms of competitiveness, neither were there any regulations that address discrimination in the bidding process. President Barack Obama has required all companies and organizations who are receiving federal money any form that they must have a diversity plan and spend 25-30% of the funding with minorities (Meaning any group that has been discriminated against).
